GENERAL LABOR WORKER/LIGHT EQUIPMENT OPERATOR

 

 

 

 

SUMMARY OF POSITION

 

Ensures timely and efficient performance of a variety of manual and skilled labor jobs in support of the city’s public service utility systems.

 

 

ORGANIZATIONAL RELATIONSHIPS

  1. Reports to:    Streets Crew Leader

  1. Directs:          This is a non-supervisory position.
  2. Other            Has contact with other city employees and occasionally the general public.

                   

 

EXAMPLES OF WORK

Essential Duties*

Depending on specific assignments (water and sewer, streets, or parks) may perform any combination of the following:

Performs preventive maintenance on city vehicles, tools, and equipment to which assigned;

 

Maintain shop in a neat and organized manner;

 

Investigates sewer stoppages and complaints, resolving the issue as quickly and effectively as possible; 

 

Uses sewer cleaning machine to unstop sewer lines;

 

Installs water and/or wastewater lines and repairs leaks and broken lines;

 

Operates a pickup, tractor mower, or other equipment such as backhoe, as needed, and/or 

 

Perform water well maintenance at pumping stations, including changing chlorine bottles, pump repairs, mowing grass, and picking up litter;

 

Perform light maintenance and construction duties indoors and outdoors;

 

Apply fertilizers, herbicides, pesticides, and other chemicals safely and as needed;

 

Connect and disconnect water service for customers;

 

Read water meters for the billing of customers’ water services and/or perform rereads to verify original readings;

 

Perform manual labor in repair of streets or the water or wastewater system; 

Pick up and load trash and other debris onto a truck;

 

                Load and unload materials and equipment;

 

                Use hand tools to dig ditches or holes;

 

               Hand shovel dirt, gravel, asphalt, or sand;

 

               Trim trees, pick up brush, and load brush onto a truck;

 

               Plant trees, flowers, and shrubbery; and 

 

               Cut grass using a riding or push lawn mower, edger, and weed eater;

 

 

OTHER IMPORTANT DUTIES*

 

Performs such other related duties as may be assigned.

 

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of: care and operation of a variety of tools and equipment; safe work practices; the city's water and wastewater lines and valve locations; street repair and maintenance; public parks maintenance and beautification projects;proper application and use of herbicides, pest controls chemicals, and fertilizers in the care and maintenance of public grounds; knowledge of workplace hazards and applicable safety precautions associated with water/waste water, street and park maintenance work; and knowledge of carpentry and construction is helpful.

 

Skill/Ability to: learn the methods, techniques, tools, equipment and materials used in the street and water/waste water; use power or hand tools; tolerate outside working conditions, including exposure to adverse weather conditions; perform various building maintenance and light construction tasks; read, record, and report water meter readings accurately; understand and follow instructions; deal with problems involving a few concrete variables in standardized situations; establish and maintain effective working relationships with co-workers and other city employees; maintain valid Texas driver license and acceptable driving record in accordance with city policies and standards; and maintain appropriate necessary certifications.

 

 

ACCEPTABLE EXPERIENCE AND TRAINING

High school diploma or its equivalent, plus the ability to learn and use different types of light or heavy

equipment in a safe manner; or 

 

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

 

CERTIFICATES AND LICENSES REQUIRED

Valid Texas driver license.

All employees of water department are expected to attain their Class D certificate within 6 months of hire.

While performing the duties of this job, the employee is regularly required to walk; use hands to finger,

handle, or feel; and reach with hands and arms.  The employee frequently is required to stand and stoop

kneel, crouch, or crawl.  The employee is occasionally required to climb or balance; and talk and hear.

The employee must frequently lift and/or move objects weighing up to 75 pounds, such as equipment,

good and materials, or other similar objects.  Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee regularly works in all types of outside weather conditions, frequently in wet and/or humid conditions.  The employee may occasionally work with moving mechanical parts; work in traffic; work with chemicals and with electrical equipment; and deals with vibrations.  The noise level in the work environment is usually loud.
