The City of Lacy
Lakeview invites our
citizens to visit new City Hall and recently remodeled Police Building. City Hall houses the city manager's office, public utilities
department and staff, municipal court, city administration, city council
chambers, and other city staff members. The Police Building houses the 24 hour Police and Fire dispatch center, Chief of
Police and Fire Services, Police Administration and officers. Animal
Control and Environmental Crimes and the Fire Marshal can also be reached
in this building.

Lacy Lakeview is a home rule city.
The city continues to enhance the appearance of our city. The two
largest projects (so far) have been a beautification project in the Loop 340 corridor and the
development of Veterans Memorial Park.
The Veterans Memorial Park, 613 N. Lacy Dr., is listed as an on-going beautification project. This park has a
walking track, veteran flag memorial, veteran memorial bricks along the
walking track, wooden benches, a sound stage, BBQ building, and covered
picnic tables encompass this once vacant lot. It is a beautiful location,
and well used by our citizens and others.
The City has 46 employees and we strive to serve the needs of our
citizens, visitors and business owners. We boast an extremely low crime
rate, one of the lowest property tax in the County ($.32), and excellent
schools in the Connally ISD and La Vega ISD. The city ISO rating is a 6.
About the City
Manager
Michael Nicoletti came to Lacy Lakeview in April of 1996 as the
Chief of Police. Prior to that he spent 13 and a half years at the Waco Police
Department where he served as a Patrol Officer in East Waco, South Waco and Northwest Waco. Later he served
as a Patrol Sergeant in South Waco, a Detective Sergeant in charge of the Residential Burglary
Section and a Detective Sergeant in charge of Special Crimes (Homicide,
Sexual Assault, Robbery and Officer related incidents).
Mike served a little over a year as the Chief Investigator for the
Lorena Police Department prior to coming to Lacy Lakeview. In 1997, Mike
was promoted to City Manager, the first in Lacy Lakeview's history. Since
that time, Lacy Lakeview has grown from a population of 3617 to 5764,
developed a Charter, became a Home Rule Municipality, enjoyed economic
growth for business and residential areas, built a new City Hall, received
grants to upgrade Police services and to conduct street renovations and
renovated the City Water Towers to comply with TCEQ standards.
The City has also renovated Live Oak Park and the Little League
Baseball fields with the assistance of the Little League Association, and a
new Park, Veterans Memorial Park, was constructed in 2001. Beautification has become a priority and
the City has taken proactive measures to deal with substandard structures
and tall grass and weed incidents.
Mike has a Bachelors Degree in Criminal Justice and a Masters
Degree in Public Administration. He is a 1984 graduate of the Southwestern
Legal Foundation, a 1993 graduate of the Southern Police Institute, Louisville, and a
1999 graduate of the Leadership Command College. Mike
serves as the Regional Director for the Leadership Command College Alumni
Association, Chairperson of the Waco-McLennan County Public Health District
and is a member of the Waco Kiwanis.
Mike also serves as a Board Member for the Metropolitan Planning
Organization, Committee Member for the McLennan County Economic Development
Committee and several other Boards, Commissions and Committees. Mike has a
Masters certification for the Texas Commission of Law Enforcement Officers
Standards and Education, has a Texas Police Instructor license and he is
Member of the Texas City Managers Association and the International City Managers
Association.
Mike's wife of 28 years, Michelle, is a former Connally ISD and Baylor University
(Masters Degree) graduate and they have three children, Mike (26),
Matt (23) and Rachel (13). His children being active in sports, Mike has
coached for 20 straight years in Soccer, Basketball and Baseball and he
served on the Board of Directors for Baseball and Basketball.
Mike enjoys his work with the City Council, City Staff and Citizens
of Lacy Lakeview and he is excited about the future of the community.
